This really is inside a relatively bike friendly city, a minimum of by North American standards (Vancouver Canada). Used to do a bit of counting in 2001 and also got about 20% female cyclists. Fewer on major roads, more about bike paths. 1300 cyclists over A few months in a perimeter count (since the official stats only counted 5 major entry points). Interestingly regardless of the compulsory helmet law only 74% wore helmets (I didn't count "helmet on handlebars" as wearing a helmet).
In Melbourne you will find stats here, the "cycling to work" and "cycling in Melbourne" pdfs. First graph shows approx 25% female, as well as in the outer suburbs mostly under Two decades old, having a broader peak within the inner suburbs (interestingly,[url=http://rogerviviershoesshoponline.webmium.com/][b]http://rogerviviershoesshoponline.webmium.com/[/b][/url], fewer school age kids than the suburbs)
an additional chart showing that as cycling percentage goes up so does the proportion of female cyclists - women may ride if a lot of males do.
I suspect there are plenty of factors. One factor I know from why my wife and her friends don't ride: It really hurts their crotches! Obviously, its not all woman has this problem when i see plenty of women riding bikes.
The other reasons I can only speculate: Gender roles demanding that women look more put together and this requires more infrastructure than is available for the most part offices. Obviously from taking a look at pictures from European cities, this can be overcome too, if it's even a real reason.
To add, depending on mgb's comment. Portland has an active, politically involved cycling culture. The cycling culture drives most of the infrastructure improvements within this city. Therefore it is bottom up instead of top down. Just because a city creates bike lanes, etc. doesn't mean that individuals will start riding bikes.
I believe that a lot of it must do with infrastructure inside a given city. I commute from your cheap-parking garage towards the station. It's no more than miles or so. For many related data, a Gallup poll found that 53% of American wives do the grocery shopping, vs 16% of husbands, and 54% of wives take care of children every day, vs 9% for husbands. So, women are more likely to be responsible for more cargo transportation, namely children and groceries.
What made a difference for my spouse was to buy an electrical Yuba Mundo. We purchased online from Cycle 9 that is owned by two ladies and specializes in electric cargo bikes for transportation, and does a great job of online sales and support.
My spouse is more likely to be the one who is going to be dropping off a child at daycare in route to work, or going to the farmer's market to buy a load of groceries with a minumum of one child.
Having a regular bike, this stuff simply couldn't be accomplished with a reasonable amount of time, effort and sweat involved. I have a lot of annotated photos in our Electric Yuba Mundo on Flickr, and have also discussed it a number of posts on my blog.
As a thumb suck, I'd say that the ratio for commuters (to work) is maybe 8:1 here in the Rochester MN area. In terms of recreational distance (longer than 1 mile, say) cyclists that you would see out on a Saturday the ratio is most likely 4:1.
Why forget about female commuters? First off, a number of stay-at-home moms here, therefore the worker ratio is probably around 2:1 overall. Beyond that, I suspect that ladies (in our culture) are less likely to consider of/want to combine an athletic activity with commuting. And then there is the whole hair thing (which I suppose is code for the fact that women tend to have to dress up more for work, particularly in a white-collar community). The main businesses in town do provide shower/locker areas, but only just adequate, and they are a rarity within the small enterprises.
Commuting towards the grocery, etc, is relatively low across the board, because the area is set up being an auto community, with only maybe three neighborhood groceries left, and major quadrants from the city with no grocery whatsoever.
