Demand wine tax change,[link widoczny dla zalogowanych]
The nation's Alliance for Action on Alcohol (NAAA) is hosting its own tax forum tomorrow specifically to discuss alcohol taxes,[link widoczny dla zalogowanych], in front of the Federal Government's forum in Canberra next week.
It says the federal government must adopt a far more consistent method of alcohol taxation,[link widoczny dla zalogowanych].
The 2010 Henry tax review recommended changing to some volumetric tax - which applies exactly the same rate of tax per litre of alcohol across all beverages - but the Government ruled out any immediate changes,[link widoczny dla zalogowanych].
A spokesman for Treasurer Wayne Swan said today the Government's position remained there would be no changes to alcohol tax in the middle of a wine glut even though there is an industry restructure underway,[link widoczny dla zalogowanych].
Research the Alcohol Education and Rehabilitation Foundation released earlier in September found the current tax system exacerbated the wine glut because there is no incentive for producers to lessen the amount of wine they provided,[link widoczny dla zalogowanych].
The Australian Medical Association (AMA) has questioned why the federal government had excluded alcohol tax from discussion at its tax forum on October 4 and 5,[link widoczny dla zalogowanych].
The federal government has stated forum participants were free to raise any issues nevertheless its position was clear,[link widoczny dla zalogowanych].
Australian Greens health spokesman Richard Di Natale said this may be the case however the Government had not invited anyone in the public health sphere who had expressed a need to alter the alcohol taxation system,[link widoczny dla zalogowanych].
NAAA chair Mike Daube said excessive alcohol use ran up a bill of $36 billion in social and health costs each year,[link widoczny dla zalogowanych].
"The higher the alcohol content,[link widoczny dla zalogowanych], the larger the price - that's the way it should work,[link widoczny dla zalogowanych]," Professor Daube said today. "The cost of alcohol should track its possibility to be harmful."
AMA president Steve Hambleton said the Government should build on momentum from public health changes for example tobacco plain packaging and the increased tax on alchopops,[link widoczny dla zalogowanych], or flavoured alchoholic drinks.
"Taxation . is a very effective way of encouraging individuals to change their behaviour,[link widoczny dla zalogowanych], particularly the harmful social and health behaviour,[link widoczny dla zalogowanych]," he said.
Dr Hambleton said 40 per cent of dark wine and 36 percent of white wine sold for less than $6 a bottle,[link widoczny dla zalogowanych].
The NAAA forum is going to be attended by politicians including Senator Di Natale and Labor's Andrew Leigh,[link widoczny dla zalogowanych].
Dr Leigh said there needed to be more evidence about who drank what and also the effect of price on that,[link widoczny dla zalogowanych].
"You desire a tax regime that doesn't deter Mrs Smith from using a glass of sherry but one which does deter the lad down the pub from having an excessive amount of beer,[link widoczny dla zalogowanych]," he explained.
But Senator Di Natale said hello was known cask wine - often sold cheaper than water in bottles - was among the staples particularly for alcoholics and young binge drinkers,[link widoczny dla zalogowanych].
